For a 12V 40 Amp alternator I'd say it's spot on. Anything less than 12.5V or more than 15V would be an issue. Why do you think it's overcharging?

I have replaced the alternator, New regulator,
The only thing controlling the voltage is the regulator. Being a 40 year old tractor did you buy new or used parts?

If you can, check the voltage output at the alternator not the battery. Check the voltage at idle and full RPM's. Voltage should be similar or just slightly higher if the regulator is good.

Side note (you probably already know) - operating while overcharging will kill your new battery in short order.

I bought a new regulator. Even at idle it is charging at 15.3 but fluctuates between 14.6-15.3increase rpms and it increase which does point to the regulator . I am just trying to cover my bases before buying a new regulator. Yes I understand it will cook the battery Thank you

The voltage tests were done with a battery connected?
Are you using a digital meter?
Have you checked that meter to a know static voltage?
