Possibly the cylinder seal has failed on the slow side so oil just moves from one side to the other instead of moving the ram?

Possibly there is some obstruction in the hose going to the slow cylinder?

Maybe a bent rod? Pictures or videos would help. You can post picture files directly, there may be a 5? post minimum before pictures are allowed. For videos, post on Youtube or other host site and post a link here.

I don't see any way the valve could be causing your issue. BTW, is this something that started suddenly, developed slowly, has happened as long as you've owned it, etc.?
Recently purchased the tractor and started to fix it up and noticed this problem

Even though there is no hydraulic oil leaking from the cylinder do you think it could be a seal thanks

Yes. Test the cylinders as follows:
  1. Lower loader and remove pins from both rod ends.
  2. Disconnect base end hose at loader valve and cap it if there is no quick coupler.
  3. Start tractor, set engine RPM to ~2000, move loader control lever to the "lower" position and hold it there.
  4. If the rod on either lift cylinder extends it's leaking internally

Thank you I will try that. I’ll give results.
