Ok, for those who responded to my posts thank you for all your help.

I can happily say I have got the mower running, but still had a few issues. I rebuilt the carburetor. There wasn't anything I could see wrong with it, but I like to rebuild any carburetor from a used mower. New fuel lines and fuel filter/shut off valve. New spark plug. Very heavy cleaning and degreasing of the engine. Everything the was greased and oiled back up. New belts.

Issues I'm now having,

The mower now runs as stated but will back fire a little. So now is looking like a compression issue. My first plan of action is replacing the head gasket. I did find that the intake from the carburetor had no gasket at all. I made my own gasket and that helped the compression issue some. So as I said the head gasket is next. And im hoping for the best with that otherwise I'm looking at a compression issue due to the piston. In that case I have an engine rebuild kit that I purchased from sears parts direct. Only site that I could find that offered almost every part on this mower, other than electrical.

If anyone has experienced this before let me know what your issue was and how it was fixed. You may save me some time.
