Instrument Panel, lights, and more

I've got a b2400 with a laundry list of issues. Hoping some might be related.

1. All lights inop. (Blinkers, headlights, taillights, etc.)
2. Instrument cluster inop.- battery and glow plug lights DO come on with key on engine off.
3. Tach stuck around 1k RPM- checked cable, looks good. Hour meter is working however.
4. Fuel gauge and temp gauge don't seem to work.
5. Rear PTO output shaft spins constantly. Linkage appears/feels normal

Other things to note-
1. Ignition switch likely needs replacing. It takes a few "flicks" to make it turn over.
2. All the fuses are good
3. Grounds and wires appear fine

Any ideas?

Some probably are related, but...

Make a workable copy of the wiring diagram. Get some colored highliters so that you can mark good or bad on the wiring diagram copy.

Take off the ignition switch so that it is isolated. Use a tester with light indicator and manipulate the switch to check connections or flakey ones. Then decide if the switch needs replacing or repair.

Pull the fuse for the lighting. Make a plug to replace the fuse on the light bulb side and feed it with a fused 12V source. We're trying to isolate those circuits. Test the grounds for continuity. You can also run current through the ground sides to measure voltage caused by resistance. This test is described on this forum.

Continue with circuit isolation as needed to find the root causes.
