Hydraulic Block Control Screw

Hello Everyone,
I've just bought a older L2650GST, with a loader, and the 3-point will not go up. On the Hydraulic Block, up front for the loader, there is a " Control Screw " that's to be turned to "O" or "C" . This Tractor has had a 3-point Back hoe on it most of it's life and is now no longer used. Could the Control Screw, not be in the right position, possibly not allow the 3-point raise?

Does anybody know who I could ask? I've called the two dealers in the area, and they didn't know.
It shouldn't make any difference to the TPH which position that valve is in, However, if the loader isn't plumbed properly it COULD make the TPH not work! Try it in the "C" position and observe if the TPH works, if so the hoses are assembled wrong on the loader valve.
