The manual for my 4150 says to remove the plastic (maybe) end of the steering wheel tilt in order to remove the cover. No idea how to get it off without destroying it. Any ideas?

Are you talking about Part #80? Looks like it should pop out.
Try some WD40 or Liquid Wrench (my fav) and wait a couple hours, maybe over night. Even though it may be plastic that might loosen up the grunge a little and give some lubrication to pop it out. Considering the tractor is 35 to 40 years old the plastic may not come out unblemished.
