How do I separate the draw bar function from the mower?

Assuming it's a Bx1860 in your profile?

Raise the mower to full height, and then turn your Height-adjusting Knob to "TOP"

Will keep the mower at top height, regardless of where the 3PH is.

by draw bar, you mean the 3 point hitch im assuming. Answer is, you cannot. The 3 point hitch will always move with the height control lever. When you lock the mower deck in the travel position using the knob, the mower deck will remain up, but the 3 point will still move. You cannot stop the 3 point hitch from moving.

How ever if you are talking about the 3 point arms.. They can be disconnected from the lifting arms and pinned in place right below the body work

If you want to restrict the 3 point from moving lower than a certain point while mowing or even moving a trailer, you can use chains like in the attached picture. This is also a BX1860 like yours.
