trying to disassemble my brake system so i can put new pads on and replace the oil seal behind the drum, problem is that drum is frozen on tight, tried heat no good just soaked it in some pb blaster, tried using a power steering pully puller and it can't get a grip because the top part it tapered and it just slipps off.

Try heating it and letting wax run down the seam. There was a fella on here a while back who says if you heat a rusted nut and jam a candle on it that you can back the nut off by hand. The wax drips down inside the threads and lubricates the bolt. I know its not a bolt in your situation but hey its worth a try.

got it off, it took a whallop from my impact, but what I had to do was slice the drum a lil on the shaft then took a chisel and split it open a little. Got it to pull forward a lil so that I could get my power steering puller on it better. Then hit it with the impact till she slid off, fought it every bit off dunno what caused it to sieze on the shaft like that. The new drum won't go in just yet but i'll file the splines and clean up the shaft and size it to the new drum with neversieze on it.

I know this is a super old thread, but this is the top thread when you Google search this issue and I found a much simpler solution to this problem that should be repeatable.

I did the usual: penetrating oil. Did this for 2 days while I was banging away at the drums. I’m sure this did something, but if there was any movement at all it was minuscule. I saw @drewscruis mention a power steering pulley and decided to take a step back and do some research. Measured the inside radius of the tapered part of the drum and found that it’s almost the exact same size one of the pullers in this set from harbor freight (the 1.13 inch one). Worked like a charm. The thing fit on almost perfectly and pulled the drum right off. Best thing is these things are standard sizes so you can just loan one for free from your local autozone/orielly’s. Hope this helps someone else.
