Having a time trying to replace my fan belt. The crank shaft is connected to the hydraulics. Do I need to pull the hydraulic PTO component?

Yes if it has a shaft driven off the crank, you'll have to remove it to replace the belt.

There should be a coupling or two involved between the engine and the pump that you can disconnect and then get the shaft out of the way.
You may want to look at removing the hood and radiator if they are easy to remove. That should get you better access and sight to see what is going on there. A phone camera may be able to get you to see what is there. Removing those two things will also allow you to clean that area fairly well.
