f3060 starts but wont drive or cut

I have a recently purchased f3060. It starts well but suddenly it wont drive or the blades engage. Could this be the HST ? I was trying to find the HST fluid location to check on fluid levels. I see that there is a tank just in front of the seat, where there is a lift up flap. I removed the cap and there is a metal mesh there that looks like it strains oil. Could this be the reservoir? If it is, how would I assess the oil level?

Yes, front axle is the reservoir. Should be a dipstick near the fill. Remove the metal mesh if needing to top off fluid.

This is a 3690, should be similar. You can see yellow dipstick just to the right of the fill circled in yellow.

so, I couldnt find a dipstick, but i found a fluid window that shows the level. It was down about 2.5 litres i estimate, or at least thats how much I added; Does the fluid need to be bled at all? Or run for a certain time before the fluid distributes? I have tried starting a few times since the top up 48 hours ago, and there is still no power from the transmission or blades. There is no sound (there used to be a bit of a humm or whine) when i pushed the accelerator; I am wondering what my next step is?
