After rebuilding the motor {crank bearings seized}, when I plug in the black to white plug [test plug] so that it will get spark, the panel lights for the Temp sender and Oil pressure stay on when the key is in the "off" position.
They go off when the engine is running.
I have had to umplug this so that the battery will not get drained when it is between runnings.

I did a search and have not come up with anything like this and the manual is of no help on this either.

Hi, I have a TG1860G, bought it new in 1998 and have done all the servicing myself, including an engine rebuild last spring when the plastic gear cam-shaft flew apart.
I gotta ask, what is the 'test plug' you speak of ? Maybe I have not read the right page in the manual.

Also, I have to think you have a wire or two mixed up if the temp & oil lights are on with the key off. According to the wiring schematic, there should be no power to those lamps if the key is off. The schematic is in the Service manual. If you don't have this manual, let me know and maybe I can send you the wiring diagram.
