D1005 Governor Assembly (B7500)

Is this governor assembled correctly? I can find parts diagrams but not assembly diagrams online. It seems to be the Idle Adjust Screw (red arrow) should be on the other side of the Fork 2 Lever (yellow arrow). Am I correct?

Also, how is the cap over the Idle Adjust Screw (blue arrow) removed?

What looks like peening on some of the metal surfaces is just light reflections.

Can we get some more pic's of the linkage.
What issue are you having?

You normally would never remove the anti tamper caps.

The throttle lever has no effect on engine RPM. RPM "floats", going to idle then to about 1500 RPM. I think the lever indicated by the yellow arrow got on the wrong side of the idle stop when I installed a new injection pump, but I can't find any documentation that shows where it's supposed to be.

How do I remove the anti tamper cap so I can back the idle screw out to reposition the lever on the other side of it?

Do not remove the anti tamper
The issue will not solved by doing that.

more pic's will help
I will also look at schematics and get a better idea how to remedy this issue.
