Can any one direct me as to how to remove the inner keeper on the steering ram to pull the shaft and replace the o rings?

Remove external snap ring (you've probably already done that) push gland that snapring was around into the cylinder as far as you need to to remove internal ring, remove internal ring with a small screwdriver etc. Then pull rod, piston and gland out of cylinder.

Eserve, I have a B2400 and I'm trying to get my steering box open so I can try to replace rings and gaskets to stop the fluid flow. I cannot get that internal ring out. Any tips? I think I'm missing something simple here. Attaching pictures.
