This is prob a dumb question. On larger tractors there is a control setting that will lower the 3 point hitch to the same setting each time.

I'm not sure of the BX is capable of a set stop? Do you guys have any tricks for lowering the 3 point hitch to the same spot after its been moved up?

I have made a block of wood so the front of the rotary cutter is at correct cutting height, it sets the distance between the ground and the skid, but if i lift the cutter to move to a new location im going to have to get out every time and reset it. is there a more efficient way?

What you might do, like I did, is where your 3pt arms attached when you are not using them I uses a S hook and chain off both sides, you can figure where to bolt of clip the chain to on the equipment then set the height and then use the hooks through the brackets that hold your arms up when not in use.
Is it perfect no, is it redneck yes, do it work yes! I would not come off the ROPS with the chain, just MHO

Yep - like skeets said check chains will work.

Not sure if your BX has them, but mine has a couple mounts that might help.
