B7610 PTO won't disengage

I have a B7610 - low hours and mint condition. The PTO won't disengage. The shaft is rotating, but it feels like nothing is connected. No detents and the PTO is stuck in 960. The shutoff switches do work if you are not sitting on the seat so something is connected enough to engage the safety switches.

Is this something that requires me to split the tractor to investigate or is there a cover on top (under the seat) that I can look at things inside? I've looked at the WSM, but it only give the full tear down and not how to inspect things.

I'm hoping it is a simple fork slipping or something easy and not a full on gear grenade inside. There is no crunching or grinding. And the machine starts just fine even though the PTO is on. The tractor is mint so I'm willing to put some effort into it, but don't want to go the splitting route if it's not necessary for a cursory inspection.

There are several parts to the pto linkage from lever to transmission. Id remove the plastic cover under the seat and start there seeing if anything is binding up and even disconnect the linkage at the transmission and see if it moves there. But if it is internal unfortunately you'll have to split it
