B7100 foot throttle

Good day all. I bought my B7100 gear in non-working condition about 2 months ago and despite being tired and unfortunate looking, I've got her running as well as one could expect for a machine that probably has at least 4,000 hours on it. It doesn't have an hour meter so I'm only guessing.

I don't think it's had a squirt of grease, fresh oil anywhere or new hyd fluid in years. Anyhow, the foot throttle was inop when I brought it home and I discovered one sheared and one rusty nail in place of the cotter pins which connect it to the hand throttle linkage. The linkage has been reconnected but when depressed, the pedal does not return to idle. The springs and linkage under the dash appears to be all in place, move freely and have been greased. Is there some magical remedy to make the foot throttle operate and spring back like it is supposed to?
