what is the function of the drain hose that is next to the lower hose

That picture is hard to understand.

Either the radiator over flow hose

Or it could be the hose off the top of the valve cover.

There are two pipes on bottom radiator tank one is lower radiator hose the other is smaller pipe UNDER the rad hose and leads up under fuel pump into engine block.

after doing some more reading i found a bit more info.

I guess it is for complete draining of the block after draining the radiator. The problem is I bought a new radiator and somehow missed that it had this extra port, so can this be plugged at the engine block? Id rather not have to spend another several hundred for a different radiator

There was 2 different engine setup possibilities on that model.
One setup does not have a water pump.
One setup has a water pump.

If you have the model without the water pump there will be a drain and that hose in your picture.
If you have the model with a water pump you will not have that drain hose.

If you don't have the hose it's not an issue and will not effect anything.

You posted while I was typing.
Yes just use a simple ball valve off the engine to plug the port.
