Since the temp dropped below +10 the other day, the joy stick on the B3030 wont curl or uncurl, (wont move and am afraid to give it a lot of force) and the boom direction will move with a lot of force. I believe it means water in the cables, but how can they be dried out? -5 here this morning. Thanks for looking.

There are tools that clamp onto the cable ends that are used to force lubricants between the cable and the housing. They can also be used to force water out (or make it a mixture that has a lower freeze point). There seem to be two types now so here is a link to both types I am aware of.

It's more commonly water trapped in the detent caps that cause loader control issues.
If you think it's the cables you can spray lock de-icer in them to free them up.

It has finally warmed up enough that I can think about removing the detent caps and checking them out. I have fine motor skill issues now, so I'm wondering if any small parts are going to take flight when I remove them. Looking at a parts diagram, all I see is a spring. Thank you.

Do not remove the detent caps, remove the snap ring and the cap!
Because, yes if you remove the caps parts will fly!
