B2400 Power Steering Leak

I can see that this one has been addressed a few times but I cannot find a thread where the final solution was posted. I have a B2400 HSD ser# 76244. I cannot figure out how to get the replacement seal in place. I cannot get the cover off. Yes, I have the WSM and I am not seeing the retention rings that are referred to. Here are some pics. Hopefully I am missing something simple, I love this tractor but I can't dump hydraulic oil all over my yard ;-)

First, you should thoroughly clean the steering valve.
Remove the 4 bolts and lift the top section from the valve.
The attached pdf's will show you the breakdown and what parts you need to reseal it.

Thanks whitetiger. I have tried that, the cover does not lift off. The other threads on this topic indicated the same so I'm not the only one with this problem.
