B21 Hydraulic tank leak

Anyone familiar with B21 hydraulic tank at rear of tractor inside frame?
There is a flat plate with many closely spaced bolts going straight up.
Under tractor at rear of frame.
Is this plate an integral part of hydraulic tank, which would hold fluid? (Maybe with gasket).
Or is it just a cover with a seperate enclosed tank behind the cover plate?
May try to tighten bolts up that go around but wanted info first.
leaking around bolts and bottom of plate. Info would greatly be appreciated.

That plate would be silicone (RTV) sealed tightening the bolts probably will slow the leak but won't stop it.
I would pull all of the bolts drop the plate clean it with brake parts cleaner and reseal and reinstall.
