I think you are right, that tapered section just at the end of the twist may be where the guardrail joins a smaller section that goes into the ground. When the high water washed out that area the smaller section likely had a round piece or chunk of concrete attached to the end that rotated with the water flow.Looks like the beam holding the guard rail was washed out of the ground and it became a wind up key.
