A little electrical advise please

So I finally got around to installing a small auxillary fuse block to handle the winch, lights and so on. Powered a relay from the main accessories terminal so the new panel is only on when switched. Hooked up winch - works as it should. The problem? There are 4 little lights on the new fuse panel that should light up when power is on. They are not, but WILL light if I touch a terminal to a ground source.

The relay ground checks out fine (ran a new lead to the frame). The screws on the fuseblock itself have battery ground continuity. So how come no fuse lights?

Re read the instruction sheet. The LED's only light when a fuse is blown.

You can also buy fuses that incorporate that same feature in that they light up when the circuit is broken by the fuse blowing.

REALLY? Boy that seems counter intuitive (my panel came in a bag - no directions included). But thanks - I shall worry no more!
