Check the transmission oil level - it is a common reservoir for the hydraulics as well. Check the hydraulic oil filter. If this tractor is new-to-you, there could possibly be a complete mis-adjustment of the 3ph arm feedback. It is usually external, located by where the lift arm attaches to the transmission housing. If those are all OK, you may have a real problem, inside the transmission housing.

Also check for a three point lock (it's on the left side of the seat on many M's).
There might also be a speed adjustment that is turned down too far.
