2501 manual trans. tractor is hard to roll

Tractor hard to roll on flat cement. Can't shove at all to move a few feet. Acts like brakes are on. Brake linkage is loose, not engaging. Brakes work great. I have been running this tractor for a year or two and all is fine with it. No heat detected around brake area. Nothing warm.
I went to the Kubota shop and talked to the head man there. He said he had no idea and would have to take it apart to find out. No problems really. It is just peculiar and I have never seen a tractor act like this. Now the brake linkage is loose......I have looked at it many times. No mis adjustment there....
Anyone got any idea what causes this ? Thank You.

Is it in 4wd?
How many hours?
It's not that uncommon for them to roll hard if the gears, seals, and such are new and tight.
And it has a loader right?
That's a lot of resistance just in the weight of it all.
My L3450 is a beast to try and roll.

My L3450 is a beast to try and roll.
NO DT....it's a 2 WD ...and of course, no loader....about 600 hours. Thanks
