The panel is no longer available. My diagnostic indicated that the tach is frozen. I'm thinking I'm going to have to add an external tach/hour meter. Looking for guidance.

In the USA there are many companies rebuilding instruments for the antique car people.
Here is one company but there are many
Instrument repair
Often it is small spiders which get inside and prevent the needle from moving.
It is best not a do it yourself type of job.
Also contact forum member 007kubotaguy who is often parting out machines

You can run a tach off the alternator or using one that senses the fuel pulse in an injector line or a magnetic pickup. Tiny Tach has them all
