Is the strap method the best chance of getting the rear tire back on?

I was driving down a snow packed road and was making a turn and the rear tire came partially off the rim! All the rim guard is gone obviously, i have stock size R4 tires. Not sure if i should try to get it back on with a strap or just take it off to a tire shop and also what do i do about the...
