    I just kept messing with it. WD40 inside and outside of the ring. I noticed the ball bearing inside were sticking. I was able to release those and the cap finally came down and I was able to get it to lock on.

    I recently took my mower deck for the first time. Putting it back on I noticed the locking collar is stuck in the up position. I can get it to go down. What do I need to fix this?
