    D'oh! That was it. My 6 year old was on the tractor yesterday and he must have closed it all the way down. Thank you. Now I can get back to work.

This morning started it up, raised the tiller off the ground, moved the tractor and then cleaned the tiller off so that I could store it for the summer.
