I thought the hole was for a cotter pin but it doesn’t go all the way through. Looks more like a dot/mark maybe indicating where the nut should be. I alternated heat and penetrating fluid all afternoon and I can’t get it to move using all my strength. The wrench is starting to strip the nuts...

Nope - no movement on either one in any direction, together or separately.
