FIXED: Thank you all for your ideas. The issue appears to be the high / low gear selector lever was not exactly in neutral . It IS possible that jiggling the wires to the starter and fuses was the culprit but pretty sure it was that lever. Learned a lot trying to trace this. Thank you all

Must be in SP. It is not cranking when the key is turned past block heater. Yes, dash / headlights no problem. If I am seated, I can hear a subtle click when I try to crank it- but is isn't even trying to tuen over
