Does seem like your 3 point hitch feed-back rod needs to be adjusted. It's still "working" when lever fully down. It should not be doing that... and it's robbing power from the FEL.

I hate guessing at these... A gear drive, 2 wheel drive and no loader will get you bottom dollar (hate to tell you). You have an over-sized (heavy) mower without a mower! My guess for my area, $7,000... but if you live in a hilly area, you might have to lower the price. This is only a guess...
