What is the purpose of the Shut-Off Plug on a 4 position valve kit (BX2014) on a LA211 Loader. Is this for adding hydraulic fluid? Bleeding air?

Thanks. That is what I was hoping. That's the way I have it attached. I replaced 3 lines and the shut-off plug in the controller. Now I can't get the loader to operate at all. I thought maybe I had switched the pump port and tank port lines.

I replaced 2 hydraulic lines on my LA211 loader witch is connect to my BX2200. I am using a 4 position control value kit (BX2014) to operate the loader. I think I may have switched the tank port line and the pump port line. My question is does the pump port line attached to the control value...
