I fixed the problem with the slow dipper boom retracting it was the check valve on the valve body I simply removed the check valve and reinstalled it and that resets the valve. Just make sure everything is clean and no debris can fall into valve body. Been working fine

Secondary boom moving slow coming back towards tractor but moves at regular speed moving away from tractor also bucket is doing the same thing but all other functions are working fine
