Here I am replying to my own post. I have a suspicion...could the shaft on the tractor be un-finished? I took the shaft from tiller into the tractor mechanic at the Kubota it slid right onto another Cat 1 tractor. The tractors PTO shaft had long chamfers instead of what I would call "ears"...

Hi All, And, what a resource OTT is! (Thank you!) I seem to have a problem with the PTO shaft of the tiller matching the Tractor's PTO shaft. The dern thing don't wanna fit! And the tiller came off a Kubota the same size (different model) as mine....errr! Am I insane? Should they fit...
