yes, I just tried rocking the HST pedal - again no changes..

Ok..I held the key in start mode and moved the PTO switch back and forth as well as depressing and releasing the clutch. The same 3 lights stayed on - Oil pressure, Battery and Glow Plug.. No flicking or change at all. This is an HST, not sure where the neutral safety switch is, or if it has one.

How can i determine if solenoid or started is the problem?

yes seat switch is open with no occupant...not sure what wires to jumper to check if switch is faulty
