I think the best way to do this is get the rail unstuck so you can get the pump out. Have you tried using a spray penetrating oil like PB Blaster, Kroil…? I am assuming it is rusted in place but if it is stuck for some other reason please explain why it is stuck.

And do you really know how to remove it or are you just using the common sense method? I can’t tell you how since I don’t know but perhaps @North Idaho Wolfman, @whitetiger or @Hugo Habicht will be along to help.

More info is needed to tell you how to proceed.
Like was it sitting for a long time?
Like did it run out of fuel?
Was it filled with water?
Why do you think the rack is stuck?

As there are several paths you can take to get it out.

I got it with a small punch through the access hole 1 plunger was stuck
Water must’ve got in
Cleaned everything up and running great again

I got it out using the small punch method through the access hole on front of housing
