M4900 Hydraulic Problems. Power steering, PTO are OK. Everything else weak

it seems like it closes the passage, it’s hard to tell just by looking at it. Would it either be this valve or the pump?
If I crank it oil shoots out of the hole so that’s good

My gut says it should not shoot oil but I would hsve to look at the WSM to see how it works.

I am reluctant to call anything bad without a direct pressure tedt of the pump. A bad call can be an expensive mistake.

supplied by 1 of the delivery sides of the pump which makes me think it’s not the pump

Those are two separate pumps.

The only thing they have in common is inlet oil supply.

The outlets are titally independent of each other and feed seoarate independent circuits. The relief valve is in the implement circuit and has no effect, good or bad, on the PS.

Have you read the WSM? It describes in simple clear words and diagrams how the pumps work
