Help with starting L3560 after fuel maintenance

I changed my fuel filter and cleaned the water separator and reinstalled. I opened the fuel shutoff valved and closed the air vent plug. I turned the key switch to On and waited 1 minute, then turned over the engine three times for 8-10 seconds each time. Nothing...

Any ideas what else I could try here?

Open the air vent plug while the key is on to push the air out. Once you have fuel flow out of the vent then close the vent.

I had to turn the key to light the dashboard, then open the air nut and wait a minute. Then close the nut and try the ignition. Third try worked.
