One way slip clutch

Pto will spin no load but won't under load!
Clutch disks and thrust bearing is okay!
The boss spline turns easily by hand both way!
Is this a sign that the one way clutch is bad?
Removed the external snap ring but cannot get to the one way clutch!
What else has to be removed to replace the slip clutch?

What vehicle are we dealing with here? I see an rk1100 engine and rk1100 Rotavator.
