mine does the same thing...it lifts the arms at "1" but if I'm attached to an implement (which I always am) the implement wont lift off...

There is an adjustment for that called the feed back rod. See this thread for instructions on a couple of different age tractors...

My LX2610 has a similar issue. (Same tractor but you have the bigger engine or bigger carburation). My 3 point didn't start lifting...
