Which pin are you referring to? There's multiple pivot points in the treadle pedal linkage and multiple places that could restrict pedal movement. Mine was pretty much seized up when I bought the tractor and I had to disassemble all of it to free it up and lubricate everything.

Is the damper functional? It should extend and retract smoothly but with even resistance throughout. The damper is not a spring. It adds resistance to the pedal motion but should not stop it from returning to center.
