The way I understand it if the safety switches are in the wrong position there would be no continuity when tested with a multimeter they would show open. Am I incorrect?

The starter relay which I changed and the safety switches which all checked out fine with a multi meter. This is why I’m here. Am I missing something. I’ve checked all the obvious stuff.
I checked all the safety switches the ignition switch, opc controller, slow burn fuse and ruled out the starter itself as well as the starter relay. Following the troubleshooting guide in the wsm. The relay clicking is the glow plug relay.
