That appears to be a condensation drain. Is it on the bottom of the clutch housing/bell housing?
If so, just give it a "tickle" to release any accumulated water.

Like Bill said, it's a drain. The piece you see with the round end simple goes through a hole and is made so it doesn't fall out of the hole. If the round end is juggled it moves enough to let any moisture/fluid drip out.
Sounds like my sixth grade health class dealing with a sensitive topic, no pun intended.
If you park your tractor inside you probably won’t have any moisture. If outside, certain times of the year with temperatures passing in and out of the dew point condensation may collect in the housing.

If engine oil leaks out its the rear main seal. If udt hydraulic fluid its from the input shaft seal. If water leaks you just have some condensation. It appears to have been split in the past, either for clutch or seal work...

That plug is in the clutch housing, which normally runs empty. Crank seal seepage goes in there as well as any from the trans front seal, or even the power steering on some models. The loose pin is intended to keep any leakage from building up.
On some tractors there are loader frame bolts in that hole, preventing drainage. In a recent OTT post loosening a bolt allowed some old leakage out unexpectedly. No worries, unless it's a lot.

This past year I sold 6 brand new RC72-36 mmm built for L3600 tractors. Part of a deal made with my local dealer
As part of the mower installation, the drain style plug was to be removed and replaced with an Allen head plug thus eliminating the drain. The drain style plug interfered with the mower mounting hardware/
The manuals I had only dealt with the hardware installation. I do not know if there was a mower Owners Manual which recommended removing the socket plug periodically to get rid of any water or oil accumulation

I split it myself. New oem dual clutch & replace a pto countershaft I broke trying to run oak through a chipper! 1986 L2250 with original clutch.
