Who else buys tools/things for the explicit reason of "Because it's too cheap to pass up"?

Guilty as charged.
I buy lots of tooling/fixtures/cutters/accessories for my machine shop.... most because I just can't pass up the deal. I probably have more stuff than I can use in my lifetime.
But I have estimated that in the last 20years, I have bought well in excess of $10,000 in shop stuff,
and probably not spent more than $600 to $700.
I am running out of storage space.

I know it's not good stuff, but a Harbor Freight will be opening 15 minutes away shortly........

I've gotten some HF stuff.......rotary hammer is first to come to mind - - bought it looking to get a couple uses out of it. Cost 25% of name brands. Still works after 15 heavy uses.

Got their toolboxes years ago. have never had an issue with their quality, but I'm far from a professional mechanic.
