I would use an automotive paint sander "DA" and sand as much as you can. Sandblast the rest. I would also use Ospho for any light remaining rust and your ready to prime and paint.

I ordering a new head gasket for my D950 I'm working on. Package came with a regular looking headgasket and a thin one. I assume these are to be sandwiched together and installed. Is that right? Thanks in advance.

yeah, I've been burned too many times with aftermarket parts on car stuff. Most of the time you can't go wrong with OEM parts. For the cylinders, I'll probably just do a very light hone, like with a ball hone or something just to get any glaze off.
