As mentioned above that is a 'Roll Pin'. Finish mowers don't really need a shear pin or clutch arrangement. The blades are belt...

I’m surprised that throwing snake oil in the crankcase didn’t cure an unrelated issue. Maybe sea foam in the rear tires would do it.
