Torn cable

I have. 2013 M59. I was adding fuel today when I noticed a small cable hanging down. It has a small black and red wire and appears to have some electric tape on it also. So unsure if the entire internal part covers by the plastic is also red and black. Does anyone know what this is, where it goes and whether it matters. The tractor seems to be working fins???

It looks like that should go to the brake light switch or an HST limit switch switch or something else.
I don't have the M59 WSM to see the wiring diagram, so I'm guessing based on location.
