No it should not be spinning all of the time. Being an older machine, there should be a mechanical lever to engage and disengage.

Usually to the left or right of the driver‘s seat within reach of the operator. Should be labelled N-1-N-2 (1 stands for 540 rpm). See kubotabooks.com if there is a manual for your model.

Usually if the PTO is engaged the tractor won't start unless the previous owner defeated the switch.

Left side just below and in front of the range shift lever. ;)

Figured out how to turn the pto on or off, or it should turn off but doesn’t. It’s a lever that has 540 and 750 rpm and in between I think is neutral. When I place the lever in the middle position it continues to spin until I push in the clutch. I didn’t see any adjustment knobs

You'll have to trace back the linkage and confirm everything is attached. Beyond that, perhaps take it to a dealer shop.

Like I said in your other post:

It's very possible that your range and engagement are separate levers, I haven't looked at that possibility.
It's also very possible that is just free spinning, my L3450 does that, as soon as you put any load on it it stops, it's just the fluid passing the gears that lets it spin.

Please in the future use one thread for a subject, we don't need three threads going on this. ;)
