Have all the bolts out of the front transmission cover but the cover will not come off!
Put the pto on the spline and tried to hit it off with a hammer. Will not budge.
Tried driving a screw driver between the cover and transmission but the cover will kot move.
Is there something else that I need to remove beside the front bolts to get the transmission cover off?

Yes! All bolts, pipe and pto lever! It looks like the short shaft and cover should come off together. Hope that this is the right parts diagram for my machine.
Thinking the cover is siezed on the pins but before heating the pin covers I thought I had better check to make sure that I wasn't over looking something

That is the interior parts for that:

I would not heat the cover, it's very likely you could crack it.
Use stiff driveable putty knives to split the case, I have a whole selection for just such operations.
