B5100E cranks slowly

Posting this for my brother. He has a 1982ish B5100E. Disclaimer: All info is through him to me, he is not tech savvy but pretty mechanical.
When he cranks it with compression release closed, it turns very slowly. When open, it cranks fine. New starter, good battery, all wires and terminals verified good. Also when jumped direct to starter, same symptoms. I will try to get additional info from him as needed.
Any thoughts? Thank you!

Working exactly as designed. Read the description of starting procedure in the Owners Manual.

It won't crank fast enough to start, problem has got increasingly worse.

I'm working long distance, he's in Maine, I'm in WV. Not sure he has a manual. Should it start with release open? Thank you, sorry for the lack of clarity.

It will NOT start with the release open. Steps to start would be something like pull release knob, preheat glow plugs, turn switch to crank position, let engine spin up to speed and push knob in (holding key in start position). The inertia of the engine should help it spin faster and start the engine. If it doesn’t start, try the same sequence again, don’t just keep trying to crank it against the compression.

Where did he get the new starter? Is it spinning the engine the same speed as the old starter or is it faster.

Have him verify the negative cable end that attaches to the tractor is clean and shiny on the tractor and the cable.

What was happening last time it started well, and what has happened since then until the problem started?

As it turns out, a varmint had built a nest in exhaust, almost completely blocking it. It now starts fine! Thank you all!
